Network speed can vary according to how much traffic there is at the time, how well a particular router is functioning, whether the primary or secondary DNS servers are being used, what maintenance is currently underway. CIS has a Grapevine web page where they list scheduled repairs, emergency downtime time, etc. If you notice the network is particulary slow you can check here to see if there is any scheduled maintanace taking place, etc. If the problem persists let the system administrator(s) know.
